The applicant has submitted a Major Amendment to a Planned Development Overlay to allow restaurants, one with on-sale liquor. The subject property is currently void of any structural development. The application is proposing to construct a two-suite commercial building that will be one-story in height and located in the center of the site. The proposed uses will front the southern lot line and include a 9,500 square foot Fuji Japanese Steakhouse that will be located in the east suite and a 2,500 square foot take-out restaurant located in the west suite. The Fuji Japanese Steakhouse is proposed to include the on-site sale of beer and wine accounting for an estimated 10-15% of the total revenue. Fuji will have seating capacity for 250 people and is anticipated to have 10-15 full-time employees and 20 part-time employees. Two outdoor patios are proposed at the south of the building. The take-out restaurant has yet to be named. The applicant has indicated that it will not be used for fast-food and will include a drive-up window on the west side of the building. The subject property is approximately 1.95 acres in size and zoned General Commercial District with a Planned Development Overlay. Restaurants are a permitted use and on-sale liquor is a conditional use in the General Commercial District. The applicant is not requesting any Exceptions as part of this application. Rushmore Crossing is classified as a Regional Activity Center in the City’s Comprehensive Plan. The Comprehensive Plan recommends introducing additional commercial service uses. The proposed Major Amendment to the Planned Development Overlay at Rushmore Crossing is consistent with the City’s adopted Comprehensive Plan.
