The applicant has submitted an application for a Major Amendment to a Planned Development Overlay to allow a retail development in an existing commercial development. The property is located at 3645 Sturgis Road and is zoned General Commercial District with a Planned Development Overlay. The existing structure on the lot had been the previous location of a furniture store. In 2017, an internal fire damaged portions of the northern end of the existing structure, requiring the property owner to redevelop portions of the lot. The redevelopment of the lot met several challenges, including insufficient lot size for additional parking and landscape requirements and encroachment into the Sturgis Road right-of-way. Over the past 18 months, the property has undergone several phases of redevelopment, including the addition of an indoor archery range, two childcare centers, two medical offices, and a church. In previously approved applications, Exceptions to the parking required for the whole campus were granted based on the varied hours of operation for the uses within the building and the individual operation plan of each tenant. The applicant has submitted this request to repurpose space previously occupied by the RAI Daycare, which was originally approved as part of a Final Planned Development Overlay (File# 18PD004). The space occupied by the former childcare center will now be used for general retail and office use, changing the parking requirements for the entire development. Exceptions have been previously granted on the property to allow reduced parking based on the limited area available for parking on the property and the varied hours of operations of the tenants of the building. The applicant is seeking a new Exception as a part of this application to allow reduced parking spaces due to the increase in required parking associated with redevelopment of the former RAI Childcare space for commercial purposes.
