Agenda Item Summary:
These adjustments are being proposed to more accurately reflect the current scope of responsibilities and market conditions for these positions. They will support fair compensation practices and ensure our job classifications remain aligned with the evolving nature of the roles.

At the request of the AFSCME union, the HR team partnered with City leadership to review and update the Traffic Signal Technician and Utility Electrician positions and pay ranges. Following the review and market research, the two parties agree to the following:
• Rename Traffic Signal Technician I and II to Traffic Signal Electrician I and II.
• Adjust pay ranges of City Electrician, Traffic Signal Electrician I and II, and Utility Electrician I and II positions.

The City is making great strides toward the creation of a centralized maintenance function, which will include equipment mechanics, HVAC employees, electricians, facilities and custodial operations. As such, we would like to implement the following:
• Remove City Facility Maintenance Lead position.
• Add Facilities Maintenance Lead.
• Remove Custodial Maintenance III and expand pay ranges of Custodial Maintenance I and II to include the top end of Custodial Maintenance III.
• Add Custodial Maintenance Lead.
• Add Utility Billing Service Coordinator.
• Add HVAC Tech I and II.
• Rename Inventory Control Specialist to Inventory Control Technician I, and add Inventory Control Technician II.
• Remove Parks/Recr Equip Mechanic I, II and III, as well as Parks/Rec Equip Maint Lead.
• Rename Street Equipment Mechanic I, II, III and IV to Equipment Mechanic I, II, III and IV.
• Adjust pay ranges of Equipment Mechanic I, II, III, IV and Equipment Maintenance Lead.

At the request of airport leadership, the HR team partnered with leadership to review and update the Airport Airside Maintenance I and II, Airport Ops Specialist, and Airport Mechanic positions and pay ranges. Following the review and market research, the Airport Board approved the following:
• Consolidate Airport Equipment Mechanic I, II and III into one position of Airport Equipment Mechanic. • Adjust pay ranges of Airport Mechanic, Airport Airside Maintenance I and II, and Airport Ops Specialist. The total cost to implement these changes and bring all incumbents up to the minimum of their adjusted pay range is approximately $17,435, which can be done without any supplemental funding in 2025.
