The City is committed to the health and well-being of its workforce while maintaining fiscal responsibility. In line with this commitment, the Human Resources Department is taking proactive steps to enhance health, dental, and vision benefits. A Request for Proposals (RFP) was issued in April 2025 to attract innovative and cost-effective insurance solutions from qualified providers and brokers that align with the City’s long-term benefits strategy.

To ensure broad representation during the evaluation process, a sub-committee of the City’s Healthcare Committee was assembled. This team included members from the Police Department, Human Resources, Finance, and both union and non-union employee groups, including representatives from the AFSCME and IAFF unions. After thorough review and in-person interviews, the sub-committee recommends entering into a contract with Brown & Brown Insurance Services, Inc.

Partnering with an experienced insurance broker marks a strategic evolution in the City’s approach to benefits administration. Brokers provide year-round support, proactive guidance informed by data insights, and dedicated advocacy that enhances employee satisfaction while managing costs. This partnership will empower the City to make informed decisions and deliver a high-quality, sustainable benefits program that reflects the City’s commitment to employees and responsible governance.
