Agenda Item Summary:
Traditionally, the City has provided a Cost of Living Adjustment (COLA) for non-union employees every July, with the most recent adjustment occurring on July 1, 2024. According to the latest Midwest Urban Consumer Price Index (CPI), inflation increased by 3.04% in 2024.

To ensure that employee wages remain competitive and reflective of regional economic conditions, it is recommended that wage ranges, salaries, and hourly wages be increased by 3.0% effective July 1, 2025. This adjustment will help maintain the relevance of the wage study conducted in 2022 and ensure that advertised positions align with prevailing market standards.

It is important to note that non-union employees did not receive a wage adjustment in January 2025, unlike AFSCME employees. However, similar to AFSCME employees, non-union employees will receive wage adjustments in June based on performance evaluations conducted by their supervisors. The total cost of this inflationary increase was accounted for in the adopted 2025 budget.
