Agenda Item Summary:
This resolution adopts a policy for the use of the banner hangars on light poles downtown and in other areas of the City. The policy includes the banner hangars over Main and St. Joseph Streets. While the City appears to have never had an official policy regarding the banner hangars on light poles, there were resolutions that authorized outside groups and organizations to request to hang banners promoting their events across Main and St. Joseph Streets. This resolution recognizes the importance of preserving these spaces in a manner that promotes governmental functions and promotes civic unity. In order to accomplish this, the resolution repeals any previous policies and establishes that all of the banner hangars are for government speech and not open to use by private entities. Per ordinance, the City can enter into agreements for use of the banner poles with educational institutions and with entities that are promoting the community. We can also continue to partner with the Veteran Banner Honor project to honor veterans which is a traditional governmental function.
