Agenda Item Summary:
SDCL 9-8-5 requires the City Council to elect a President and Vice President. The statute specifies that this election should occur at the first regularly scheduled meeting after the annual municipal election. Due to changes in the terms of office for aldermen, there is no longer an annual municipal election every year. From the language of the statute, it is also clear that the term of office for the President and Vice President should be a year. The City Council directed me to update the City Council policies and procedures to require an annual election of officers, including years where there is no municipal election. The attached resolution modifies the City Council’s current Policies and Procedures manual pursuant to the direction of the City Council. The updated policy requires that the City Council hold an election for President and Vice President at its first regularly scheduled meeting in July in years where there has been no municipal election.
