Agenda Item Summary:
The Mayor has proposed to the City Council a 5-year plan that provides a general outline for allocating monies in the Vision Account. The procedures established in the current ordinance do not provide the Mayor or the City Council with the flexibility to implement the plan as presented. The original ordinance approved by the voters in the 1990’s did not establish any specific procedures for allocating the monies in the fund. The only requirement contained in the original ordinance approved by the voters was that prior to the adoption of a plan at least one hearing was required to held where public input was received on the plan. In 2004 and 2014 the ordinance was amended to add more detailed procedural requirements for allocation of the funds. These amendments were not subject to a public vote.

The proposed ordinance amendment largely removes the specific procedural requirements contained in the current ordinance and provides the City Council the flexibility to determine the process and allocate the funds as part of each plan period. A requirement that the City take public input on any proposed plan, or any amendments thereto, at a public meeting before taking action will still be required.
