Agenda Item Summary:
In its 2023 session, the S.D. Legislature adopted HB 1176 that amends the alcohol statutes to permit the City to issue on-sale alcoholic beverage (liquor) licenses to certain municipality-owned venues. These licenses are to be outside of the separate state law provision limiting the total number of on-sale liquor licenses the City may issue to locations within the city limits. HB 1176 provided that these licenses are issued at no cost, are not transferable, must be used in conjunction with the primary public purpose of the facility, and cannot involve video lottery. The Rushmore Plaza Civic Center (the Monument) currently holds a liquor license. This Resolution would authorize the continued issuance of that license at no cost (instead of paying the $1,500 renewal fee). Executive Golf Course, Meadowbrook Golf Course, and Roosevelt Ice Arena do not currently hold on-sale liquor permits, and they would like the opportunity to serve liquor in addition to the beer and wine they currently serve.
