Agenda Item Summary:
During the last round of funding for the Vision Account the City Council awarded $980,000 to renovate the Soule Building for the Central States Fair. The proposal from the fair was for the Vision Account to pay for the replacement of the building’s insulation and siding, new lighting and mechanical, new overhead garage doors, and new interior wall panels. The proposed scope of work for the project did not include the roof. Bids for the project the came in lower than expected and there will be a savings of approximately $163,000. The Central States Fair has requested authorization to use the difference in the amount the Council awarded and the bids they received to increase the scope of work for the project to include the replacement of the roof of the building. Per the fair’s agreement with the City they must expend the funds in a manner consistent with the proposal the Council previously approved and they need your consent to expand the scope of the project. Per the Vision Account ordinance, once a plan for use of Vision funds have been approved, you have the authority to amend the plan and alter the scope of projects as you deem appropriate.
