Agenda Item Summary:
City staff is currently in the process of negotiating a new contract with AFSCME (which now includes the former AFSCME Library). The parties are in agreement on the attached terms, with the exception of wages and those few terms listed in the MOU. Several of the changes agreed to would be difficult to implement mid-year, so the parties drafted this MOU to implement the majority of the new contract effective January 1, with the understanding that we will continue to negotiate in good faith on the issue of wages. The City previously paid RSM to conduct a salary study for both AFSCME and non-union employees; that data is being used to create new wage scales for both groups. The AFSCME bargaining unit contains approximately 330 employees, so placing these employees on a new scale will likely require the parties to continue negotiating through the month of January, possibly longer. The changes agreed to include changing sick leave and short-term disability to an accrual, rather than a one-time grant; an additional personal holiday; an increase to the tool allowance and change to the way it is administered; and changes to the overtime rules. If Council approves this MOU the same changes will be implemented for the non-union group.
