Agenda Item Summary:
The ordinances have been amended in order to implement the recommendations of the downtown parking study. In addition to implementing the recommendations, I used the opportunity to clean up the parking regulations. Currently the City is not efficiently managing its parking resources in the downtown core. The most desirable parking is free and we charge people for the less convenient parking. The way the City is currently managing the parking incentivizes people to park on Main Street and St. Joseph even if they have an off-street leased spot. If we implement the recommendations, employees and residents with leased spots will start using them and free up the spots on the streets for customers. Currently, the City does not generate sufficient revenue from the parking system to properly maintain the current facilities, let alone build new parking infrastructure. The installation of meters on Main and St. Joseph should generate additional revenue which will help alleviate or at the very least lessen the problem. The new management plan also includes the use of on-street permits for residents and employees to help address their parking needs and encourage more efficient use of the on-street parking on streets other than Main and St. Joseph. Many areas that are not metered will be managed as two hour timed parking. I have attached a summary which shows the proposed location of the meters and the timed parking and also the proposed hours of enforcement and new fine structure. In addition to the changes already discussed, the amendments create a parking advisory board which will review and provide input on parking policies and rates and also hear appeals that are not resolved administratively by staff.

The City Council has already authorized the purchase of the parking meters needed to implement the recommendations authorized by the ordinance amendment.

The ordinance amendments will allow us to implement the recommendations of the downtown parking study. The City Council has reviewed and indicated its support for these recommendations and they have been presented to the public on several occasions. The Council has authorized the purchase of the parking meters, so approval of the ordinances is the final step required to implement the recommendations.
City Council Options:
Approve or deny. If you deny, we will be unable to implement the recommendations of the downtown parking study and the installation of the parking meters and new technology will be delayed.
