Agenda Item Summary:
This grant would be the reserved renewal funds from a 5-year Grant originally awarded to Pennington County Housing and Redevelopment Commission (PCHRC), in partnership with Behavior Management Systems that provides 12 rental assistance vouchers for permanent housing for chronic homeless with a co-occurring disability. PCHRC decided not to continue administering the grant and BMS lacks the staffing and expertise to administer it. Pennington County HHS is willing to provide case management and coordinated services required but request that the City administer the grant funds due to their lack of knowledge of HUD grant compliance requirements. Community Development (CD) staff has the knowledge for administering the funds. No additional staff required (beyond the current 3 FTEs). PCHHS will do all data input and provide all documentation required to CD for review prior to City approving and processing draws. The City currently funds PCHHS for rental assistance with CDBG funds on a similar program, with no issues.
