A request was received in the Engineering Office on May 2, 2021 requesting the requirement to install sidewalk along Bunker Drive per City of Rapid City Ordinance 12.08.060 be waived. A five-foot wide sidewalk is required to be constructed along Bunker Drive, at the time of building permit, with the property having approximately 94 feet of frontage along the hammer head of Bunker Drive. There is sidewalk leading up to said property, there is one undeveloped lot left on the west side of 3890 Bunker Drive. The property owner had the house and driveway built not realizing that sidewalks were required, no pre-pour form inspection was called in for when pouring the driveway. City inspector went out to the project to complete a final inspection and discovered no sidewalks were in place. The grading for the driveway is at a steep slope, and being that this sidewalk will serve one to two properties staff does not feel that it is cost effective to have the home owner tear out the new driveway to regrade for sidewalks. The homeowner in his request letter mentioned putting in a small portion of sidewalk along with a sidewalk ramp. Staff agrees that this would be a proper alternative to the homeowner not putting in all necessary sidewalks. Staff recommendation is to a partial approval of the sidewalk variance with the stipulation that the homeowner will put in a section of sidewalk with a crosswalk ramp and detectable warning panel.
